如何减免处方药费和Alberta Health Insurance fee?

Health Benefit Card 是否和Child Health Benefit Card是一回事？如果不是一回事，如何申请成人的Health Benefit Card?据说有了此卡在药店买药可以减免费用，而且Alberta Health Insurance Premium（每月88刀）的那笔费用也会退还，是否真有此事？如何申请？什么样的人有资格成功申请此卡？

$ i* [/ u9 \! B* ^- Q9 c低收入卡（Leisure Access Program Card）是否只限于免费使用娱乐设施，买药和医保时使用此卡是否有减免费用之说？

) G& b: T9 w( T2 d& u! ^GST/HST退税好象是任何人任何时候都可以申请的申请的？标准应该是以前一年的收入为依据？

在埃德蒙顿的打工一族应该关心一下这些基本福利呀！一家两口每月打工3千元收入，好要缴税，这些费用的减免应该不是一个下数字。
