who  can apply，  说

•be the parent or grandparent of a Canadian citizen or a permanent resident of Canada;
! Y) M& _/ m; Y% s) P5 Y* x•be found admissible to Canada; and
! ?. F$ p' A$ q& |0 a1 E$ m•meet certain other conditions
没有明确提到是给已经申请移民的人。
