International Student in USA with Chinese Passport wants to come to Canada for Visiting

4 k6 z5 S' i# ~1 F) e+ V) e7 DMy sister is studying in USA with student visa and Chinese passport, and she would like to visit me in Canada. Is it difficult to get a Canadian visa without being with 旅行团? It is much appreciated if anyone can let me know the processes.
