out of province inspection and modification

I have an United States vehicle and need to have out of country and out of province inspection, and some modifications. I went to Ford Dealer, and they told me that the modification of daytime running lights need to around CAD 600.
Does someone recommend a good and cheaper place to such modification?

Another question: Could someone recommend a good Ford Dealer or other shop that can do good mechanic job and also the price is much more reasonable?

我也有同样的问题，不知道哪里的DEALER 或是修车行跨省检查以及修车质量保证，价格又比较合算？
