是不是没有不允许 U-turn 标志 的地方都可以 U-turn？

当然不是了。请看：

Outside urban areas U-turns are not permitted on a curve or near the crest of a hill where the driver of another vehicle cannot see your vehicle.

! @; n, ^8 n+ p# kU-turns are not permitted in urban areas in the following situations:
/ e/ k" D( E0 V9 ]& C$ D* g' POn a roadway between intersections.
Where a sign prohibits making a U-turn.
At an intersection controlled by a traffic-control signal (traffic lights).
At an alley intersection.
