Help! --Chinese input

I have done everything i can but my chinese input still doesn't work! this is waht i have done:
9 P6 L+ \' @6 H7 y# t# v
/ _$ {; h- @8 H+ y' R2 u1 R6 EControl panel -- Date, time, language and rigional options -- add another language--languages--details --Add Chinese(PRC)
' v- `$ P- R- M5 r" V
A "language bar help" icon (shown as a question-mark icon)then appears on my desktop bottom bar instead of language bar. I can do nothing further.

I am desperated! Anyone can advise? Thanks!!

你是用XP吗？想想当初你装OS时候是否将支持东方语言的软件包同时安装上呢？
