In response to the economic uncertainty, the Fed made the unexpected move of approving a half-percentage point cut in its discount rate on loans to banks before trading began。The Fed decision sent the loonie surging 1.22 cents to 94.22 cents US -- after running as high as 94.74 cents US -- as the greenback weakened.5 f+ z4 D- N1 j9 h! | ?3 e7 n

! F' r% P, T \8 Q1 NOn Wall Street, the Dow Jones industrials came down from a 322-point advance but were ahead 120.06 points at late morning at 12,965.84.

6 o) n! G* N$ X$ r- bThe Fed did not change its target for the more important federal funds rate, which has remained at 5.25 per cent for more than a year.
