但有的租客没犯规, 如果房东想当然地克扣deposit,就会被租客告上法庭外加罚款. 租客如果不同意move out inspection paper上的某项检查结果, 他可以写上disagree, 这样房东就不能随便克扣deposit了. 如果房东要钱就得上法庭, 法官来决断是否克扣或不克扣. 房东如果先扣钱的话, 租客可以将房东告上法庭.

碰到老赖租客,还是退给他们全额押金,让他们赶紧滚蛋才是上策。费事跟他们耗精力和脑汁。
