that we cannot support imposing a UBB business model on wholesale Internet

Our government recognizes that the Internet and digital technologies are

innovation, commerce and social interaction. As the government develops
$ u; p$ C/ t: I9 d! G2 ]+ @Canada’s first comprehensive Digital Economy Strategy, we need to look! W1 }, a: `/ D# D/ y- Y1 c& D+ Q
carefully at how issues like UBB affect the big picture. We will be8 ^- L$ l8 w1 O. N& d, M2 I! C
guided by our long-standing policies of encouraging competition and
) ]& G: i8 D: {: L; U. ^5 V! e3 c& Vinvestment, increasing consumer choice, minimizing regulation and allowing
% }" i1 }% P+ X# i1 F" B2 Xmarket forces to prevail.

' W0 V% Z9 D# h+ V2 P) ^1 uThe Canadian Radio-television and Telecommunications Commission (CRTC) has! g) Y; x5 G0 `) }& o
chosen to examine these concerns that the government shares with a large
( p) p8 x1 Q, B/ @! F5 K8 Y1 G! rnumber of Canadians. Details of the CRTC consultation are available at

line with the best interests of Canadian consumers and encourages# z" H/ t! W2 M' ~: W
competition among internet service providers. I will be recommending that
