CHIEF RETURNING OFFICER

5 z- q" y8 {& jJOB SUMMARY:  The Chief Returning Officer reports to the President of  7 M, k& e' t8 e+ m( H) R/ r
the Students' Union and oversees all electoral logistics as per Bylaw  " Z  K- A' h. q8 i* N! J: }. s
2000.  The Chief Returning Officer shall be recommended to Students'  
- ], x# f$ g2 a0 ~! \. ICouncil in the manner set out in the Council Administration Committee  1 Q3 Z6 ?" N' S
Standing Orders by April 15 and serve from May 1 to April 30 of the  ' r  w6 h" |$ r
year following their appointment.0 K- T. \6 n4 N3 }

DUTIES AND RESPONSIBILITIES:6 ]3 ?/ q- _6 h8 G2 U3 s6 i) S

1) To run the elections as per Bylaws 20001 Q9 p+ R+ Q5 `
2 h) c. V, @0 Y# \4 _. x9 |$ u5 R
2) To run referenda/plebiscites as per Bylaw 2000./ V0 l! q, V1 w4 F( k! I
0 e# y. j7 a& p, [1 L
3) To choose the Deputy Returning Officer(s) and assign their duties.% N6 c1 n9 k* Q5 g  {( ]
% }6 U% v6 G5 _$ w. F
4) To organize polls during elections/referenda, including appointing  
2 a2 _# }& U# J2 Z: P. ]+ Qadequate poll staff and situating polls at appropriate locations  & T+ v6 S  P# I" K" t' r9 P
across campus, and advertising the poll locations.# O: [/ Q) Z: {" r5 h( i

2 }" P3 j$ ^2 O5 z' V$ M/ d( r5) To oversee the physical count of the ballots during elections/ ! y# O8 N8 a3 g; x
referenda.

: l7 ^3 z& H3 x) G) E6) To report the result of an election/referendum to the appropriate  6 P1 W5 ?/ h" }7 {: D; L" Z

8 m  {* x* ~8 h) L. h7) To facilitate classroom speaking arrangements during an election/

To enforce budgetary regulations as stipulated in the Elections  
* L% [9 i+ B1 M9 c. oBylaw 2000.

3 ~) k+ I- D/ o, S0 r& C10) To be available to all parties during elections/referenda for a  ; z! w( r3 \" x0 k. w/ K  N, N3 W
minimum of four (4) working hours a day, between Monday to Friday,  
, `( [* t3 B# {. Tfrom the first working day after nominations close until the last day  
4 d1 z6 ^' \6 @3 }& L* j& u2 Vof voting.  These hours are to be posted in advance.

11) To act as the arbitrator in any dispute which may arise during  
: v# s, x2 a8 T1 d5 Zthe course of an election/referendum.4 \6 `8 q# A. Y1 n! \" _; X6 x3 B

5 N' U' a% A* ~% s1 b5 R12) To ensure that a cost effective and accurate ballot counting  
6 ~' o( L& {) _6 mprocess is in place.; N0 L# q" [" Q& a  y, H

7 G- v3 j' |: X13) To submit to Students' Council, prior to April 30, a final report  
* p" k: ~/ e: L; L/ L9 M6 P. Eof activities and recommendations.

! B- j. w# d) H, f/ l- |* Q# W14) To organize a minimum of one (1) forum to be held during the week

15) Perform other job related duties as required by the Council

1 a! V1 T0 S9 `# F7 ZQUALIFICATIONS:. {) b5 q. C% I) o

( D! [; i, C7 _# h0 G4 W; w+ J1) Must be an undergrad student registered in at least one (1) course  & r2 W0 `) Q  E# z5 I( t2 r
for each of the terms of Winter Session and shall be a full Students'  2 @  W* S. F- d' n/ Y# b; U
Union member." N3 O- d  L! {$ ?' K! N& o) q+ d, L* Y1 C

& k( F. O3 i; o& v3 A4 E2 z$ w  O2) Must have some experience in student elections.% q& ]9 ^# b& _' r( z  ]6 e4 e

3) Shall not concurrently hold a position on Students' Council, or  
* N* d+ |2 q: I) i3 Qany of its standing boards, committees, or any other paid position  
1 k% ^8 k. T" @" A( t) mwith the Students' Union.
# z' o; P) O, n* w1 W% |/ @* ~) L- s0 I0 o; `% a+ ~: i
4) Willingness and ability to work varying hours.

5) Excellent project management skills are required.
