CHIEF RETURNING OFFICER

JOB SUMMARY:  The Chief Returning Officer reports to the President of  5 m' L0 b% M' X8 S' n0 q9 g1 s% [
the Students' Union and oversees all electoral logistics as per Bylaw  " `. j) V8 Z  F6 u- t4 I; [+ G
2000.  The Chief Returning Officer shall be recommended to Students'  
# [1 v/ E4 i3 h$ GCouncil in the manner set out in the Council Administration Committee  # t, w& t3 D5 {" U: i( ]1 {
Standing Orders by April 15 and serve from May 1 to April 30 of the  
  d0 ~$ {- U. g" l; J+ fyear following their appointment.5 D7 j2 z& Q4 M* N" r) n/ k
& ~2 d4 T% N9 b0 x. n, r
DUTIES AND RESPONSIBILITIES:; S  [7 F$ V, A

* ?  j! o" B; R+ x1) To run the elections as per Bylaws 2000
' r0 P1 o, h4 s* ^: p: \* S
' [5 r( v' X/ a9 n2) To run referenda/plebiscites as per Bylaw 2000.
# Q. E% w- d5 J" H0 Q+ F+ r) X! M( x7 k! e9 C
3) To choose the Deputy Returning Officer(s) and assign their duties.% x7 R  t8 Z# k9 [

" t  c6 p/ o3 K, f* V/ m  p+ d  M4) To organize polls during elections/referenda, including appointing  : Z2 q. V8 P% i; v# U
adequate poll staff and situating polls at appropriate locations  
7 f( s+ Z$ a* R) k  zacross campus, and advertising the poll locations.8 t: q7 k5 w" [3 X' k

" G, a& H  G+ o/ d5) To oversee the physical count of the ballots during elections/
; Y$ }& h- D  N, Y' zreferenda.2 h  A6 H2 ]5 H5 P0 U, n

3 l/ g9 y3 X# V9 }" X6) To report the result of an election/referendum to the appropriate  
! ]' x5 Z6 M6 ^( N* c- X* P. qparties.

1 H4 F3 e( d1 D" S3 F& z/ I7) To facilitate classroom speaking arrangements during an election/
5 X$ c, _8 I5 L1 N: g2 \referendum.5 b$ L) Q! e, _& [$ K6 T- o4 p- y. u

To enforce budgetary regulations as stipulated in the Elections  $ c% m6 k8 S: X+ a) u
Bylaw 2000.
4 A3 P# W* S% L4 U, s4 F  k# _. h1 H* H
' }( |( y0 Z# Y- f1 \! D- r10) To be available to all parties during elections/referenda for a  / f7 o- W6 h' X4 P$ y
minimum of four (4) working hours a day, between Monday to Friday,  
# W' ^6 s& _; d7 p. I! Lfrom the first working day after nominations close until the last day  * v" E. Z- |3 e" l* @4 ]* ]( ]
of voting.  These hours are to be posted in advance.
& N; ~7 t& W0 M* j$ o# q# x+ y- I
11) To act as the arbitrator in any dispute which may arise during  3 [$ v! r( c. R' i% d) G
the course of an election/referendum.
0 {% g% a$ s! j: U; v& t& L# U) e
12) To ensure that a cost effective and accurate ballot counting  
5 q# l7 _" p+ `% Cprocess is in place.
2 w$ g7 v- g) q; j- c0 O8 K- l, W8 q, ~8 K% ?& U4 T; G
13) To submit to Students' Council, prior to April 30, a final report  , e, C5 h0 i8 Y0 n" r( y0 w
of activities and recommendations.8 m; c5 ^2 \. E: U" m: f( V% Q

, P4 ?- `8 l" y# t" t14) To organize a minimum of one (1) forum to be held during the week  
- t# K$ h7 G% B" Yof campaigning.

4 G0 N% j% _" h" e+ Z2 K% S15) Perform other job related duties as required by the Council  - V( o, ]  ^; C) ]& X$ C- S

2 A2 U0 e1 N2 \3 S9 SQUALIFICATIONS:% h3 `: r* l& j8 t

& S4 `% K, r+ h/ U3 g1) Must be an undergrad student registered in at least one (1) course  
9 j8 Q: q! T6 y6 p7 H/ T: M  Ufor each of the terms of Winter Session and shall be a full Students'  7 ]3 @' E0 R+ f
Union member.; P/ ^' B3 x; z

+ n) f+ X2 R5 `2) Must have some experience in student elections.( @# O9 {0 v  f; F( V& M1 F4 ^

2 G! O: i9 g% x% `7 m6 i3) Shall not concurrently hold a position on Students' Council, or  
& ^, l2 p$ |  G$ cany of its standing boards, committees, or any other paid position  
2 p: i2 W" v# o( O) g6 R4 y: k( Lwith the Students' Union.

) J7 p; X7 g4 l2 W" S4) Willingness and ability to work varying hours.
