CHIEF RETURNING OFFICER

, n0 ^4 ]5 }$ U1 K, ?  i$ PJOB SUMMARY:  The Chief Returning Officer reports to the President of  ' C+ E# R. V8 I' E" h
the Students' Union and oversees all electoral logistics as per Bylaw  
1 u6 k" X# F6 I( h0 k- u% F' a2000.  The Chief Returning Officer shall be recommended to Students'  
% H$ T# J; s  ACouncil in the manner set out in the Council Administration Committee  : R% d- L% j( A5 ^4 o& e. N
Standing Orders by April 15 and serve from May 1 to April 30 of the  
( `3 U5 K1 r7 P! e- Zyear following their appointment.

DUTIES AND RESPONSIBILITIES:

1) To run the elections as per Bylaws 2000; e& M5 b4 t% V5 i% b8 Q5 ], ?2 ]

+ @9 W% s* x; @8 o2) To run referenda/plebiscites as per Bylaw 2000.

$ \; ]& o! [. z' c3) To choose the Deputy Returning Officer(s) and assign their duties.
& _4 s2 Y6 t; N  D. p" ~. C+ j: `( R* }* S0 u, u1 e6 X" \- [
4) To organize polls during elections/referenda, including appointing  5 h& P( `* o+ z
adequate poll staff and situating polls at appropriate locations  
( k' l  e) f+ G: n# g  |" Z& iacross campus, and advertising the poll locations.
1 y; H2 r. \4 e! c3 M8 p6 e* f- |0 U/ W7 W
5) To oversee the physical count of the ballots during elections/
; D& ~8 x( x6 N- \2 H. ?referenda.8 {8 w# Y  S- J" N

5 A: Q9 u4 P) |2 S6) To report the result of an election/referendum to the appropriate  6 e% a6 c+ Z5 V; u- c5 y2 o+ `
parties.9 j; ~0 k+ @/ G6 w- L% b; n# e1 W
/ E3 N* [! S0 v/ L* E
7) To facilitate classroom speaking arrangements during an election/ 4 U4 m/ r( }6 f2 D# h+ R
referendum.; ]$ [+ e; o- f5 h% v; `" B

To enforce budgetary regulations as stipulated in the Elections  
( u, D" M2 _% b( Q3 @! r& _Bylaw 2000.

10) To be available to all parties during elections/referenda for a  
/ o9 G: x9 l& Aminimum of four (4) working hours a day, between Monday to Friday,  
. T6 C' E3 \+ D" {from the first working day after nominations close until the last day  
$ h" t6 S+ w7 w" }1 H, J; ^! V; Yof voting.  These hours are to be posted in advance.
1 X6 O6 Z+ D6 B0 L1 b0 @, C( h5 @  [! a7 n8 I0 a! p# N# N
11) To act as the arbitrator in any dispute which may arise during  - E5 _+ H  I, l: E( H) ~
the course of an election/referendum.! }0 V3 n' y8 X4 M* u+ z
( Z, H( o8 R  G9 x
12) To ensure that a cost effective and accurate ballot counting  
8 Q& I2 e. u; [& y! S8 |: g& [" t5 wprocess is in place.

: B/ L& I# @7 ?3 [+ _5 `13) To submit to Students' Council, prior to April 30, a final report  - Z- {% I1 n* R5 M7 c4 n
of activities and recommendations.

; d( G! J8 l$ `4 p  o14) To organize a minimum of one (1) forum to be held during the week  5 r% S1 J" m' e# v8 l
of campaigning.

QUALIFICATIONS:
! y4 h) F$ f' z- D! J4 a$ t- |, k/ N, c( R( w$ K. ~# P2 h" _0 ?
1) Must be an undergrad student registered in at least one (1) course  ) L3 L' F/ m/ N# |. W/ V& \! P9 C
for each of the terms of Winter Session and shall be a full Students'  
8 b/ {1 k* H' F3 T- l8 z; yUnion member.% k! n& Q$ Y/ l+ w* J- E

5 W5 F- Y5 i! k$ r& d2) Must have some experience in student elections.0 x: v4 s9 X" c8 H; G
3 P# p8 Y1 ~' @
3) Shall not concurrently hold a position on Students' Council, or  
3 H! H2 {: X% a8 u' _0 m  `any of its standing boards, committees, or any other paid position  . ~% b& N( U2 S$ n/ W6 i
with the Students' Union.% H4 a' \' j$ v7 X. x8 s
' r! r, N8 [% W' Q3 F
4) Willingness and ability to work varying hours.2 B, w1 n9 v  d6 d1 F

5) Excellent project management skills are required.

5) Ability to deal effectively with Students' Union and University
