有人知道那些石子是纯属装饰还是有什么功能？建房标准对于石子的样子尺寸和放多少有什么要求吗？

那是window well 下水系统 防止雨水积聚在window well 然后进入地下室。只有地下室的窗户低于外面地面的时候才需要。最好咨询专业人士

Typically washrock (well drained rock,  not soil or clay material) is placed within the window cell. It serves the purpose for draining rain water accumulated within the window cell to the weeping tile system around your house foundation by a perforated pipe or gravel filled hole. Rainwater will not seep into your basement through the window.
