who  can apply，  说
' M& {( c( W2 Y$ M8 fTo apply for the Parent and Grandparent Super Visa, you must:
1 I  z! F  i8 u: S$ f1 o2 m; ^& p
•be the parent or grandparent of a Canadian citizen or a permanent resident of Canada;
•be found admissible to Canada; and
•meet certain other conditions
没有明确提到是给已经申请移民的人。
