who  can apply，  说
To apply for the Parent and Grandparent Super Visa, you must:

+ n" q7 ?2 ^( v& a•be the parent or grandparent of a Canadian citizen or a permanent resident of Canada;
& e7 o5 I1 d! D8 v% R/ _•be found admissible to Canada; and

没有明确提到是给已经申请移民的人。
