guided by our long-standing policies of encouraging competition and8 P& w+ K0 l- S x! S
investment, increasing consumer choice, minimizing regulation and allowing

O3 Z9 ?7 S& q- }# Y9 S3 SThe Canadian Radio-television and Telecommunications Commission (CRTC) has* t1 e6 Z7 F7 b4 l
chosen to examine these concerns that the government shares with a large0 b% v% l/ ^" D6 u: C$ z
