that we cannot support imposing a UBB business model on wholesale Internet0 P: D$ i2 r* g; Z
service providers.4 Y- o; r; W! l1 I: v% p6 [8 m

Our government recognizes that the Internet and digital technologies are( `! W' B. G1 a
an increasingly important part of everyday life—including driving
8 |: I; U6 ?0 o4 binnovation, commerce and social interaction. As the government develops) U4 K1 {" ?6 C$ X) N7 K% u
Canada’s first comprehensive Digital Economy Strategy, we need to look4 c. j, s, e6 I0 }5 D. Q1 m: N$ U4 a) [
carefully at how issues like UBB affect the big picture. We will be2 X# P0 |' @+ c/ U+ n% H1 p/ @
guided by our long-standing policies of encouraging competition and) W4 U: d* ?2 @' |
investment, increasing consumer choice, minimizing regulation and allowing
8 K/ X1 F3 g S* Jmarket forces to prevail.

* M8 E) M/ B4 ~7 O: PThe Canadian Radio-television and Telecommunications Commission (CRTC) has6 d& p! b; j& a5 B* a! q6 q0 ]* W
chosen to examine these concerns that the government shares with a large
+ w$ D2 y. R8 Q: n0 {2 @9 ?" M" b0 I( ^number of Canadians. Details of the CRTC consultation are available at

When the CRTC reaches a final decision following its consultations, the
5 N# A! a* {& P" Q3 z8 \government will carefully assess the CRTC position to ensure that it is in
) n5 n5 O- r3 H, p; P9 C% k' V; l1 Aline with the best interests of Canadian consumers and encourages0 V- E) {9 d9 g% \6 I0 Z
competition among internet service providers. I will be recommending that3 d/ B# Q$ D' H! y6 \
any decision counter to these foundational principles be reversed.
