Thank you for expressing your concerns regarding usage-based billing (UBB)' v; @' [3 m$ j: Q% Q7 J9 K
for Internet services. It is essential that I hear the views of Canadians, u- A( F6 f( a4 t0 H1 }
on the issues that matter. Prime Minister Harper and I have been clear1 e* }/ x/ V$ d
that we cannot support imposing a UBB business model on wholesale Internet- p8 ?3 h0 m a2 W8 U
service providers.

; q! g, N3 N2 zOur government recognizes that the Internet and digital technologies are
, l, Q. `, e3 M0 fan increasingly important part of everyday life—including driving
' m, {' C7 N- F1 R' u) zinnovation, commerce and social interaction. As the government develops1 h8 V. R& w/ i/ V/ {+ h0 ]1 G
Canada’s first comprehensive Digital Economy Strategy, we need to look
. a; {8 n; p) i" @carefully at how issues like UBB affect the big picture. We will be; _% ^4 R* g0 x3 {' u( {- g
guided by our long-standing policies of encouraging competition and1 x9 i$ Q2 H0 H* w, r M
investment, increasing consumer choice, minimizing regulation and allowing* o/ y- F+ s: F/ Z, D/ R' I
market forces to prevail. # |* K0 _! C( t: `7 C, W' ?
4 z* k: k* ]& y7 B7 j7 TThe Canadian Radio-television and Telecommunications Commission (CRTC) has
5 i& S4 C& I! a! y# z+ lchosen to examine these concerns that the government shares with a large# I- b1 E0 t( `1 j j
number of Canadians. Details of the CRTC consultation are available at

8 E9 `6 x) y# }* V/ g3 _When the CRTC reaches a final decision following its consultations, the4 k5 s! A. t7 V8 I. O' H f
government will carefully assess the CRTC position to ensure that it is in
8 u3 i9 t/ W; x5 S' `/ r; L/ Tline with the best interests of Canadian consumers and encourages/ P4 e2 \: Z/ Y2 O3 \( h6 {
competition among internet service providers. I will be recommending that
% p7 O4 L1 z. }any decision counter to these foundational principles be reversed./ P, G ^$ v: }. @9 ^. D
