* V: W( {- w7 i5 G( Lthat we cannot support imposing a UBB business model on wholesale Internet

Our government recognizes that the Internet and digital technologies are- Y: V2 J- F2 ?4 @- R
an increasingly important part of everyday life—including driving* Y* v | ]" E3 {, s. P
innovation, commerce and social interaction. As the government develops
$ d- H! X& X: ]2 KCanada’s first comprehensive Digital Economy Strategy, we need to look6 q3 ^6 m0 N5 q+ I
carefully at how issues like UBB affect the big picture. We will be2 p1 [( K2 E" y6 n Q
guided by our long-standing policies of encouraging competition and6 n! A% v6 \ T
investment, increasing consumer choice, minimizing regulation and allowing
8 b+ I) Z# d1 l7 _; t, Umarket forces to prevail. 7 {* l' V1 `. l) }

The Canadian Radio-television and Telecommunications Commission (CRTC) has
. i# g0 Q- c1 U$ U$ Achosen to examine these concerns that the government shares with a large+ y8 f; h8 v, y) O$ C) @, ~& _

/ |4 e! I$ H9 f. TWhen the CRTC reaches a final decision following its consultations, the6 R9 D* ^: u! ?- l+ v/ g% K( ?) f/ w
government will carefully assess the CRTC position to ensure that it is in
' @9 d7 W" m3 m+ nline with the best interests of Canadian consumers and encourages% S+ o9 B) i# S( y1 i7 r4 d$ b
competition among internet service providers. I will be recommending that
}. |- j% y! T1 p* V, o) U6 sany decision counter to these foundational principles be reversed.) d0 y0 j+ S; b0 ~# i8 w0 v
