for Internet services. It is essential that I hear the views of Canadians

& e# i! W# | Z) [2 L& Vthat we cannot support imposing a UBB business model on wholesale Internet

Our government recognizes that the Internet and digital technologies are! S4 i) ~- t' t, n0 ~
an increasingly important part of everyday life—including driving
% E( R" s/ I2 t* u0 y/ oinnovation, commerce and social interaction. As the government develops/ x4 U3 f/ [; C
Canada’s first comprehensive Digital Economy Strategy, we need to look% \3 a! }8 y' @+ B2 s, B
carefully at how issues like UBB affect the big picture. We will be
1 k4 L2 h+ Y0 f- y$ K# \; c% ^1 p. Dguided by our long-standing policies of encouraging competition and
# e P, h8 j, C7 ?( Q& P; F( yinvestment, increasing consumer choice, minimizing regulation and allowing8 p( t8 k6 w5 E$ f$ a8 C* F j
market forces to prevail. $ i+ ^% p" N2 ?& S6 n8 S8 o

The Canadian Radio-television and Telecommunications Commission (CRTC) has$ o! ?$ O. W+ L7 g% c) M. y! {
chosen to examine these concerns that the government shares with a large

When the CRTC reaches a final decision following its consultations, the3 p1 w3 r# Q4 I3 b+ V' z) J9 M
government will carefully assess the CRTC position to ensure that it is in
7 K. G5 i8 z2 iline with the best interests of Canadian consumers and encourages: ~7 X4 S! Z1 }: _/ w, _
competition among internet service providers. I will be recommending that
. {5 p( D- w$ U, I3 Iany decision counter to these foundational principles be reversed.2 j' N2 H5 t Y* S
