You have to set up some rules.

Rule Number One, family eats dinner together. She should eat meals with the family at dinner table. Not in front of TV, not before or after the rest eating . If she chooses to play at dinner time, then ask she to leave the table and do not give food to her until the next meal time.

If she eats and plays at the same time, that's not good. When your reminders don't work, set the timer! You might give her 1 hours to finish her meal first few times. When time's up, she won't be allowed to eat. -In that case, she won't be given toys to play, she won't get the snacks she loves, etc. You'll take whatever she cares.
