是不是没有不允许 U-turn 标志 的地方都可以 U-turn？

当然不是了。请看：

U-turns

; B+ o) Z. G/ @9 T; M; n  B9 RDo not make a U-turn unless you can do it safely and without interfering with other traffic.
Outside urban areas U-turns are not permitted on a curve or near the crest of a hill where the driver of another vehicle cannot see your vehicle.

U-turns are not permitted in urban areas in the following situations:
On a roadway between intersections.
Where a sign prohibits making a U-turn.
$ k  i1 m& E6 s/ c: f6 q) }9 X% nAt an intersection controlled by a traffic-control signal (traffic lights).
At an alley intersection.
