是不是没有不允许 U-turn 标志 的地方都可以 U-turn？

当然不是了。请看：

U-turns

& u# T& M" t0 SDo not make a U-turn unless you can do it safely and without interfering with other traffic.
Outside urban areas U-turns are not permitted on a curve or near the crest of a hill where the driver of another vehicle cannot see your vehicle.
% B, m" @# u9 L; I* z# K" X
U-turns are not permitted in urban areas in the following situations:
On a roadway between intersections.
1 G1 a6 _4 j3 l* b  S  jWhere a sign prohibits making a U-turn.
2 @" g1 a9 N6 O, C( \" K8 kAt an intersection controlled by a traffic-control signal (traffic lights).
