% q& h2 t, M$ Z7 \0 O, }- NXiZang 180 Major Capital Projects in the 11th Five-Year Plan        On January 31, 2007, the central Government of China approved the XiZang’s 11th Five-Year Development Plan including 180 major capital projects. The total capital investment is about 15,671,000,000 USD, of which 11,126,000,000 USD was from the Central Government Financial Budget. This means that for every 10 USD invested, 7.1 USD came from Central Government’s support. This ratio ranked No.1 Central Government Financial Support Ratios among all rest of provinces or autonomous regions.
These projects are mostly related to infrastructure, health care, education, communications, hydro power, drinking water supply, culture and heritage protection, and environmental protection and sustainability. Up to March 2008, 139 projects has commenced the construction, including Linzi Airport, Lasha Liuwu Big Bridge, Zhikong Hydro Power Plant, Shiquanhe Hydro Power Plant, New Campus of XiZang University, Renovation of 22 temples and Culture Heritage Archtectures, Rikeze Railway extensions, and Ali Airport, etc.

Great Achievements
The GDP of XiZang Autonomous Region in 2006 increased 13.2% from that of 2005 and increased 250% as compared to that 2000. Average GDP per capita reached 1428 USD.

' j9 u" X3 P3 q4 a国务院常务会议审议并原则通过了西臧自治区"十一五"规划方案。"十一五"期间，国家将投资７７８．８亿元，在西臧建设１８０个项目，这些项目全部完成预计需要投资１０９７．６亿元。
3 r8 ^0 B( [  m) a4 n. d　　规划项目特别针对西臧经济社会发展的瓶颈制约因素，重点支持基础设施建设、西臧生态环境和文化遗产,教育、文化、卫生, 交通、能源、水利、通讯等基础设施建设。
   自治区２００６年ＧＤＰ达到２９０．３亿元，比上年增长了１３．２％，约为２０００年１１７．８亿元的２．５倍；人均国内生产总值突破一万元，是１０年来增长最快的一年。同时，全区地方财政一般预算达到１４．５亿元，比上年增长２０．５％，约为２０００年５．４亿元的２．７倍。

$ p3 I/ p5 T0 x/ R) J$ c支持反驳Lorne Gunter，但不认为应该用这些经济发展方面的事实。西方攻击XZ政策的论点是XZ需要的不是经济而是文化保护和宗教信仰。在加拿大，Heritage Preserving 的Priority 高于经济发展。很多工程项目往往因为当地居民(特别是First Nations)的反对而杯葛。所以不应该用GDP之类的数据来说话。
