Are you sure your calculation is correct? ' N7 t' w5 T5 c6 f; E* V5 \ 6 \* u$ p, E0 R1 ~- t. QI thought the actual eligible tax rate is less than 19% if your marginal tax is 40%. What am I missing?

I thought the actual eligible tax rate is less than 19% if your marginal tax is 40%. What am I missing?
