CHIEF RETURNING OFFICER

JOB SUMMARY:  The Chief Returning Officer reports to the President of  0 V  \" ~, v/ x
the Students' Union and oversees all electoral logistics as per Bylaw  $ {' b' O) X4 `, z9 p2 X
2000.  The Chief Returning Officer shall be recommended to Students'  7 h9 ~1 p0 @; e9 _, d1 _" ~% P# m
Council in the manner set out in the Council Administration Committee  / u/ R- ^, {( G9 ?* j% ~6 K
Standing Orders by April 15 and serve from May 1 to April 30 of the  
5 g4 ~& _2 a. G5 E* A4 ryear following their appointment.4 T6 C9 ^1 p/ X& [6 Y4 M: ?

7 E7 S9 L' Z( J1 L5 z7 XDUTIES AND RESPONSIBILITIES:% |7 {# P, t& w: j. J- E3 b

1) To run the elections as per Bylaws 2000
7 u2 Y; j( k( N' W8 a$ I1 v" w0 r6 \
2) To run referenda/plebiscites as per Bylaw 2000.
9 j8 F) y5 |7 Z9 C! ~) D& a8 w5 ^8 W. E! C8 d9 _/ f
3) To choose the Deputy Returning Officer(s) and assign their duties.

: d! Y, A" A9 a; C% `' h4) To organize polls during elections/referenda, including appointing  
5 i) ~$ }. [' g  F. F& tadequate poll staff and situating polls at appropriate locations  
5 I' z, x% n3 d" ?across campus, and advertising the poll locations.- O& g. F6 I. Z6 b( C9 h

- K6 M( ?" N$ N! [2 h% D5) To oversee the physical count of the ballots during elections/ : A( f; ^1 O6 v6 y  y
referenda.5 n; i+ b3 Y4 m" l" Y  t1 g- r

6 F6 C' ^' q/ P1 b6) To report the result of an election/referendum to the appropriate  4 v1 o3 ^3 b6 M$ d3 K4 j/ d! j
parties.6 X' u& j, p& X$ I

/ {) p2 M# S* A" N7) To facilitate classroom speaking arrangements during an election/
; U" S8 ~& G1 p" ^3 m; F! H. [referendum.+ |' T+ D! n1 v( J$ ]$ L) E0 d

3 w1 e2 a  a1 S8 B% K# I To enforce budgetary regulations as stipulated in the Elections  7 ~. H1 z  R8 C' n( M
Bylaw 2000.

- |2 O2 ]* t+ x4 j. B; c$ E10) To be available to all parties during elections/referenda for a  
7 W9 _( F; X* v- n  vminimum of four (4) working hours a day, between Monday to Friday,  ; N! b5 N; w. A4 \9 Z' i% p. W
from the first working day after nominations close until the last day    C0 b# ?0 ?  \4 I$ V
of voting.  These hours are to be posted in advance.
  X$ V! i9 B4 q8 q+ D; D
/ t  s  W# |# x11) To act as the arbitrator in any dispute which may arise during  
) a: X! w' y. y/ \; q: s3 Wthe course of an election/referendum.
% n! a. `- _' g& I* \+ e' C9 w9 B  ^* J) a% f- z
12) To ensure that a cost effective and accurate ballot counting  8 Y4 E1 y' X- n% W4 C
process is in place.% p9 b& ]: S" a8 C. i: n' h1 c+ j- T

0 w9 |4 l8 Z: z3 [& u' c13) To submit to Students' Council, prior to April 30, a final report  ! V: @, F5 K' m/ J! h# W1 y' q: o
of activities and recommendations.8 v( M6 {4 Y& a8 M  J6 Q

  s8 f9 |4 U6 c& \6 e4 ^$ p. ^14) To organize a minimum of one (1) forum to be held during the week  
- i4 @/ M# ], d! ?9 T1 V) uof campaigning.
) I3 z( t6 C0 A. x3 J: [% S6 [" F& A
5 l4 G% x7 O0 q15) Perform other job related duties as required by the Council  6 ]/ L: _5 t* T$ U7 ~+ J% o6 w

QUALIFICATIONS:. s( r" i. H! @1 D% E

+ ?7 o5 n4 j% k8 t# T5 u1) Must be an undergrad student registered in at least one (1) course  # C# `' a  p! k" v" x% ?0 k
for each of the terms of Winter Session and shall be a full Students'  
2 X1 J: }9 `0 \Union member.
* V6 p( r: g- p$ x. N9 ~
6 E' o4 w/ h& v: C( r* B, E- v! y: j2) Must have some experience in student elections.: b  O6 \5 j; F% {+ K$ E* y+ i% o
  W# ~% ~0 A' n* S. K5 y
3) Shall not concurrently hold a position on Students' Council, or  
/ \8 E7 z5 ^; I. [. b( L0 G  y, ]any of its standing boards, committees, or any other paid position  5 |* F7 H6 r' j# c9 v! R! q
with the Students' Union.

4) Willingness and ability to work varying hours.( K: ~1 F5 W3 F1 G9 ]  N& R2 X

5) Excellent project management skills are required.& A  I# }; N+ ?5 x% z
