CHIEF RETURNING OFFICER

$ n0 v- G: V7 m8 @& G5 [1 qJOB SUMMARY:  The Chief Returning Officer reports to the President of  
: C7 g8 y2 A# W( O9 q# L/ W  [7 }the Students' Union and oversees all electoral logistics as per Bylaw  & d* i4 X2 A0 ?, s2 v' ~
2000.  The Chief Returning Officer shall be recommended to Students'  ( [% m1 `5 w* x  [) F
Council in the manner set out in the Council Administration Committee  & ~9 {" m" s! j- X/ W
Standing Orders by April 15 and serve from May 1 to April 30 of the  
2 L# W+ Y% W, r9 Q' p4 uyear following their appointment.

7 t; x$ g1 W" D, C9 ~4 xDUTIES AND RESPONSIBILITIES:

1) To run the elections as per Bylaws 20002 z" Z9 X# Y. k% r

" h7 [2 H, o4 v2) To run referenda/plebiscites as per Bylaw 2000.
! E7 H( j/ I1 \3 J# G1 c! x8 e8 B% {5 G/ O( ?1 i
3) To choose the Deputy Returning Officer(s) and assign their duties.- R0 t* Y+ e& ~2 b" U3 X7 S

7 V8 V, C1 U* _: _5 J( g. i( E4) To organize polls during elections/referenda, including appointing    K: P6 H; f, v7 c
adequate poll staff and situating polls at appropriate locations  
  o1 ?/ x/ s+ l: Iacross campus, and advertising the poll locations.! \8 c) N* q4 e4 Y; ?

5) To oversee the physical count of the ballots during elections/
* S1 Q7 b# _9 R! H8 preferenda.

# }! E  g# b% M6) To report the result of an election/referendum to the appropriate  - Y1 s! o, o6 u1 G
parties.1 t8 C8 c1 u8 ?; S6 a: `4 m; p4 f5 \

7) To facilitate classroom speaking arrangements during an election/ # Q" |' r& S) v& S7 u; y( O
referendum.
) j5 k- v; M9 R) ]3 I/ V( T  S( \" p5 ?
To enforce budgetary regulations as stipulated in the Elections  % y0 v5 O( O5 ~: {  T
Bylaw 2000.
( o4 ~5 Q# v6 d( u3 k1 }# H9 A! K" [- P6 z$ {* |
10) To be available to all parties during elections/referenda for a  4 G+ g) `) f' k! N
minimum of four (4) working hours a day, between Monday to Friday,  
" T  T" ^* J3 {7 G; Q" n# ~from the first working day after nominations close until the last day  
- c( G. y" |# y$ S$ r7 V# Iof voting.  These hours are to be posted in advance.
  o$ j9 H0 |- S4 J1 T+ O2 P" V+ i) `  X: G
11) To act as the arbitrator in any dispute which may arise during  
/ f* H  w7 V+ c9 }. ?: ]+ sthe course of an election/referendum.: O8 h3 ]& x1 z8 F8 p4 |4 V$ P

  _) w' J9 q# x12) To ensure that a cost effective and accurate ballot counting  
( Y; z- `& v1 m4 c& G' Cprocess is in place.

13) To submit to Students' Council, prior to April 30, a final report  2 P" Q' j$ C0 [
of activities and recommendations.

- Q) p+ {( I' E14) To organize a minimum of one (1) forum to be held during the week  " T$ B1 x  j; P$ D$ F, C
of campaigning.1 H; ^# l( v+ C" f

15) Perform other job related duties as required by the Council

QUALIFICATIONS:0 G0 C6 n8 h  ?) \) \9 A

! q5 Q/ W; m# c5 w# X1) Must be an undergrad student registered in at least one (1) course  ' S1 ]: q+ z- O' Y$ r* S
for each of the terms of Winter Session and shall be a full Students'  
; g, ~2 k& u7 `9 I" d; jUnion member.
, W4 L+ K% K0 ^& d2 z4 e
! H. }0 h; ^! B* |) C1 K2) Must have some experience in student elections.* Y' U! |9 ?- {- }. A! X+ L

2 G4 a  F4 }0 E, I9 z8 y  G- _3) Shall not concurrently hold a position on Students' Council, or  
1 H9 t; Y( y( ]* \4 o9 e# O! t8 ~7 X( ?any of its standing boards, committees, or any other paid position  
, F8 @( y5 m; h; q4 ^  Uwith the Students' Union.

4) Willingness and ability to work varying hours.

5) Excellent project management skills are required.
