Talk to The Chinese Officer, get his name and extension #, gather your primary information of applicants, including names, DOB, home address info, previous Chinese passport No., you may have to go to Notary Public to produce a statement claiming that you have lost the passport in the mail. Then they will be able to issue you a new one. Assume that your PR landing paper or maple leaf card is OK. Send them a notarized copy as well to prove who you are.
