recall是什么意思？

我觉得recall就是汽车生产厂家把汽车召回重新处理和维修，但是具体怎样操作不是很清楚。
比如，2000年的Ford Focus有9个recalls，那么是不是市面上的2000年的Ford Focus车都经过了重新处理和维修啊，这9个安全隐患都消除了啊？
( i2 D0 z2 e+ o! s$ w+ f# N) R) x/ d会不会有的2000年的Ford Focus车没有经过处理和维修,还在路上跑啊？
