who  can apply，  说
" M& `) _7 P% L; FTo apply for the Parent and Grandparent Super Visa, you must:

2 H0 n* z+ Z4 i; w; D8 w$ {% m+ G$ W# J•be the parent or grandparent of a Canadian citizen or a permanent resident of Canada;
•be found admissible to Canada; and
' u! t0 G1 b3 j3 h9 E•meet certain other conditions
没有明确提到是给已经申请移民的人。
