that we cannot support imposing a UBB business model on wholesale Internet- e8 _! E7 P: ]# S$ ?7 j1 `4 R) g

3 u) O1 E5 l/ P* |Our government recognizes that the Internet and digital technologies are$ `3 E) A7 P: i2 G- |% }
an increasingly important part of everyday life—including driving
, x( F: n# i# {1 xinnovation, commerce and social interaction. As the government develops
- u+ m* K3 z$ I. v: \3 ]Canada’s first comprehensive Digital Economy Strategy, we need to look" x! X8 Y5 X v& _6 ]1 T! A; g9 a
carefully at how issues like UBB affect the big picture. We will be8 C- a0 ]/ R) C+ |" W0 f. F
guided by our long-standing policies of encouraging competition and' D' J) I$ ]1 _- Y- n3 t& Y
investment, increasing consumer choice, minimizing regulation and allowing
3 C! A4 a3 d. M M) G7 S. `, a- bmarket forces to prevail. + H) S) t# W, w: Z( I6 \. }6 J

The Canadian Radio-television and Telecommunications Commission (CRTC) has
# k' G$ B5 v/ @chosen to examine these concerns that the government shares with a large6 y/ @( U8 ]7 u7 L0 H* ], }
number of Canadians. Details of the CRTC consultation are available at

When the CRTC reaches a final decision following its consultations, the4 }$ B% b8 o7 `3 A" A
government will carefully assess the CRTC position to ensure that it is in9 z. o' R; a! A5 o1 ^
line with the best interests of Canadian consumers and encourages, J/ L( o5 \" l* S. E' i6 O/ @
competition among internet service providers. I will be recommending that
- N8 y' t- Z: ^+ T6 `any decision counter to these foundational principles be reversed.
