A hot water heater problem not electricity problem

- T" s& I; u, y7 _Hi, I have a hot water heater problem and need opinions. Any comments or clues will be welcome
I tried to fix a leaking problem of hot water from the kitchen faucet. I shut off the inlet main water valve and the valve under the sink. As the water should be completely stopped at this moment. But when I removed the cartridge from the faucet the hot water still runing out of the faucet. Why did this happen and what is the possible cause?
6 G% w- W  v+ O* l0 _Is there something wrong with the pressure in the hot water tank? Does anybody know how to relieve the pressure inside the tank?

2 ~# v: w, ]0 ^4 {4 MIf you only want to release the pressure at  hot water tank , you can look at side of the tank and you can find out a valve, that is what you were looking for
