是不是没有不允许 U-turn 标志 的地方都可以 U-turn？

当然不是了。请看：

Do not make a U-turn unless you can do it safely and without interfering with other traffic.
5 e2 _* X; W# [# `0 `Outside urban areas U-turns are not permitted on a curve or near the crest of a hill where the driver of another vehicle cannot see your vehicle.

: e5 j8 k- r! o) V6 JU-turns are not permitted in urban areas in the following situations:
On a roadway between intersections.
Where a sign prohibits making a U-turn.
3 k, c$ U) s; F5 W+ NAt an intersection controlled by a traffic-control signal (traffic lights).
