Help! --Chinese input

I have done everything i can but my chinese input still doesn't work! this is waht i have done:
  W  n; S% X3 s5 F0 g+ }
% ]6 U' v0 [) gControl panel -- Date, time, language and rigional options -- add another language--languages--details --Add Chinese(PRC)
. ~2 z4 \" Q- A: Q9 ]- I  v
A "language bar help" icon (shown as a question-mark icon)then appears on my desktop bottom bar instead of language bar. I can do nothing further.

I am desperated! Anyone can advise? Thanks!!

, m1 K0 G; z3 _+ j+ Uxp应该有很多中文输入键盘格式可以选，你选的哪一种?

你是用XP吗？想想当初你装OS时候是否将支持东方语言的软件包同时安装上呢？
