CHIEF RETURNING OFFICER

JOB SUMMARY:  The Chief Returning Officer reports to the President of  
# H) |: n  N: O0 d% vthe Students' Union and oversees all electoral logistics as per Bylaw  
9 l1 X0 I# p/ D2 T) b2000.  The Chief Returning Officer shall be recommended to Students'  + _8 k- V7 j6 b9 z. Y5 |; i
Council in the manner set out in the Council Administration Committee  $ X# W; {+ e/ d) c
Standing Orders by April 15 and serve from May 1 to April 30 of the  9 y) c9 _2 N0 n) p

8 ^8 M& B$ o0 X2 S5 t7 R" f7 hDUTIES AND RESPONSIBILITIES:7 P! m* K/ j8 `

5 N1 }$ h8 K; A1 }1) To run the elections as per Bylaws 2000- X+ m6 f! z! O! @! L
- J% F1 _$ a0 y. w6 V+ V8 `
2) To run referenda/plebiscites as per Bylaw 2000.* u( x9 t' g8 \# r' ]
' I" v" o8 h0 t  M% S1 E
3) To choose the Deputy Returning Officer(s) and assign their duties.

; W' `8 U* D" S& n4) To organize polls during elections/referenda, including appointing  
; n) l; X# u4 ?5 Xadequate poll staff and situating polls at appropriate locations  
, ~, p/ j3 Y- G2 w2 O7 n$ qacross campus, and advertising the poll locations.# k3 r" ~/ i/ v4 |

5 J+ r+ n3 {$ {% d3 w5) To oversee the physical count of the ballots during elections/
3 a0 P- F$ @9 creferenda.4 t' A) G8 V; y% X

6 W! _# Z% D* Y5 a6) To report the result of an election/referendum to the appropriate  7 E7 \1 M* N2 f5 W5 d; ?8 K& C
parties.
# {5 T0 v- f1 S7 ~' s; q- t/ P, z- C& J3 {3 t/ Y- c
7) To facilitate classroom speaking arrangements during an election/ - x" S4 V, w2 V
referendum.

To enforce budgetary regulations as stipulated in the Elections  1 d$ E: }1 [, {5 R7 d
Bylaw 2000.1 g2 Z) @, ^9 `5 @2 }

10) To be available to all parties during elections/referenda for a  
4 }2 v6 d4 j9 L0 X! Y4 [minimum of four (4) working hours a day, between Monday to Friday,  
& a/ Z' d$ Y0 A& H$ \from the first working day after nominations close until the last day  
! R+ u5 C' q' S5 X( V5 cof voting.  These hours are to be posted in advance.
/ W( |5 z# g3 G8 Z( D
# u2 M, ]3 v% i* f7 }11) To act as the arbitrator in any dispute which may arise during  
: J& `% i( `$ u' a2 L, ~8 _- m- sthe course of an election/referendum.
7 A* I9 _3 Q0 D& g% @1 C% v5 t1 a' K7 G- o+ D! ]( Q
12) To ensure that a cost effective and accurate ballot counting  # C% }" h. G; i
process is in place.

. J3 ^. o$ F* ^3 m3 s- [13) To submit to Students' Council, prior to April 30, a final report  
; B- H2 }  e6 _$ I  G7 |( Wof activities and recommendations.

' q7 ?$ s: E$ D14) To organize a minimum of one (1) forum to be held during the week  7 `8 a# F! r6 }& \/ ~3 Z! r
of campaigning.

15) Perform other job related duties as required by the Council  # u( V  I- o& o& l1 p6 D

- q4 E! `4 j3 V/ c$ IQUALIFICATIONS:( A+ k( ~/ W& D1 d$ }/ n

/ e8 q% {0 O7 U7 ^3 s1) Must be an undergrad student registered in at least one (1) course  % ^) P, e) i2 i
for each of the terms of Winter Session and shall be a full Students'  
3 S& s& q6 G$ hUnion member.) E: d) U& g. ~! G+ U3 w/ L, m

0 w/ w6 _+ u& W  ?4 w# Q2) Must have some experience in student elections." t! ~' j3 ^9 j0 K" U

; v; Z' V1 H: d6 R3) Shall not concurrently hold a position on Students' Council, or  
# @* I' t) Y5 y- C( T% N* o6 nany of its standing boards, committees, or any other paid position  
' d5 ?2 W7 ~* ?/ Bwith the Students' Union.
; c( E7 G2 x0 L0 L* n
. I' `% |* T) @0 I( Z9 w4) Willingness and ability to work varying hours.

9 X: ]: N# ]4 E, o& x5) Excellent project management skills are required.

5 {: }' \7 l! g3 _% T5) Ability to deal effectively with Students' Union and University  , _" ]8 j' u: f* X) g
staff, students and the general public.
