CHIEF RETURNING OFFICER

JOB SUMMARY:  The Chief Returning Officer reports to the President of  
5 a2 ~6 v9 X  Q. H& N" F% j4 A5 V3 xthe Students' Union and oversees all electoral logistics as per Bylaw  
2 z* k3 }4 m0 Y, }4 L' B& y2000.  The Chief Returning Officer shall be recommended to Students'  5 e0 j8 M2 o% z( f' P
Council in the manner set out in the Council Administration Committee  * a/ d% C2 q! T* x# `! D9 x
Standing Orders by April 15 and serve from May 1 to April 30 of the  
, P1 w; a+ c$ xyear following their appointment.6 z4 y# B0 q) v* d6 c/ Q1 @

  E9 z2 h7 W! A$ c6 s9 Z: [DUTIES AND RESPONSIBILITIES:

1) To run the elections as per Bylaws 2000" m5 T  z4 Q9 W. e3 J7 u" ~# f

- |$ b7 a' e0 v. p5 K2) To run referenda/plebiscites as per Bylaw 2000.

3) To choose the Deputy Returning Officer(s) and assign their duties.

3 {0 A6 d' C: r  ]; F/ _% v4) To organize polls during elections/referenda, including appointing  
( W, a. ^" _1 @% r  F) o. L; {adequate poll staff and situating polls at appropriate locations  / v4 ?. M- o, C( h) P2 g! R$ a6 [9 k
across campus, and advertising the poll locations.

: r- ]' p- ]7 ^& D2 P) A* @$ v1 h4 @5) To oversee the physical count of the ballots during elections/
+ \: s2 E0 r% f/ V9 v5 ireferenda.$ L0 u5 y: y- M& [

- |' V. b5 F; P5 |2 O; R6 g; I3 k4 W6) To report the result of an election/referendum to the appropriate  ; g' M3 O& e) e1 j
parties.

7) To facilitate classroom speaking arrangements during an election/
$ i/ H: f% q9 t9 g& c( Hreferendum.

To enforce budgetary regulations as stipulated in the Elections  $ i. z; M/ G  e# d+ w' w
Bylaw 2000.3 j( A3 h* W( Y, K4 i

10) To be available to all parties during elections/referenda for a  
4 b# W6 F- w: d1 p1 p  Pminimum of four (4) working hours a day, between Monday to Friday,  
9 H# a' c* n$ p+ P- c0 D3 cfrom the first working day after nominations close until the last day  9 d/ W9 m+ z2 S+ n4 G. K
of voting.  These hours are to be posted in advance.8 p0 ~/ u# {) |' B

2 w  X( n, l* j  E5 V8 k, a# ^11) To act as the arbitrator in any dispute which may arise during  
5 ?) L/ v/ |, G" y, dthe course of an election/referendum.

6 U3 B' A  ~+ K: L7 _: ?! i' o12) To ensure that a cost effective and accurate ballot counting  
: J, K3 h: c4 }" w) H8 L8 m, J# eprocess is in place.

, G+ z, H1 Z! e2 v13) To submit to Students' Council, prior to April 30, a final report  
& J7 `  h; a, E9 o8 O) p- zof activities and recommendations.

9 t! y0 S4 n4 g0 ^% y14) To organize a minimum of one (1) forum to be held during the week  
6 B- C+ c, A( ^( S' wof campaigning.! Y( W. C- e% E

15) Perform other job related duties as required by the Council  . e" p0 k5 q8 r! y% }$ G/ u: J

QUALIFICATIONS:7 t: M$ I* N5 t+ b3 p/ F2 R

' [  P7 \/ |3 _6 Y. H& Z1) Must be an undergrad student registered in at least one (1) course  2 D  D7 u# J' r4 f: M3 t, a
for each of the terms of Winter Session and shall be a full Students'  
. z# b* m) X# T6 \Union member.
  x$ ~# R& I* V* y
! w& j' y! s* J# v1 ~( R4 Q2) Must have some experience in student elections.

4 @) U+ g  q- m; h3) Shall not concurrently hold a position on Students' Council, or  " b% G! S% m3 A
any of its standing boards, committees, or any other paid position  # J3 X- S) Z/ o# f- ~
with the Students' Union.

4) Willingness and ability to work varying hours.1 K- m  ^, c5 E  V5 c% a: `- Z  E

5) Excellent project management skills are required., o7 |6 Y. R+ B7 h9 P3 z
