CHIEF RETURNING OFFICER

JOB SUMMARY:  The Chief Returning Officer reports to the President of  0 {& P8 I# U4 r% I1 L( J/ N
the Students' Union and oversees all electoral logistics as per Bylaw  9 z9 v3 ^# n+ z2 C& K
2000.  The Chief Returning Officer shall be recommended to Students'  
4 v2 b5 K0 k4 v+ r" P7 ACouncil in the manner set out in the Council Administration Committee  
: I7 e) d( L! d  x' ?Standing Orders by April 15 and serve from May 1 to April 30 of the  6 J+ C6 F' Q( a# h, ^
year following their appointment.

DUTIES AND RESPONSIBILITIES:# @7 p9 ]; U$ _+ \0 r

. u7 J* V+ M% L- w; d# z0 b1) To run the elections as per Bylaws 2000% r  I, w0 ~8 m

- O; E* y4 B6 A& t1 d1 u2 ^' y2) To run referenda/plebiscites as per Bylaw 2000.

; u" {1 `7 O% Q+ V3) To choose the Deputy Returning Officer(s) and assign their duties.
5 x: d0 t: K" {9 L) n0 P/ I; k0 D& E  M( L" W
4) To organize polls during elections/referenda, including appointing  
' ?9 P1 O5 _4 Q8 u4 y* C# `* m" radequate poll staff and situating polls at appropriate locations  
3 l$ f# s2 m& gacross campus, and advertising the poll locations.
% z& h( r& `9 _; o9 E
$ I$ z( `4 ?. ?$ [9 ?7 W1 D9 W5) To oversee the physical count of the ballots during elections/ 1 b, x- W3 p2 C" Y4 t- p0 T9 E
referenda.1 u4 o  I3 O# L# b

" m! b% `9 v1 y# @/ r6) To report the result of an election/referendum to the appropriate  
( \8 l) M4 q% D7 I. `; j' zparties.

" j5 |9 E8 d# g  s0 F7) To facilitate classroom speaking arrangements during an election/

To enforce budgetary regulations as stipulated in the Elections  - R7 W) J: c/ o  H; o  ^/ {
Bylaw 2000.

10) To be available to all parties during elections/referenda for a  
1 q+ P# P" X# u, A1 o4 qminimum of four (4) working hours a day, between Monday to Friday,  
$ r1 y4 \0 ~# L  c- {. Gfrom the first working day after nominations close until the last day  
, I# `2 e3 ?, fof voting.  These hours are to be posted in advance./ a7 h: q+ d8 L# D. E$ U6 L
7 F+ f/ X* v* q% r( L1 X5 ~
11) To act as the arbitrator in any dispute which may arise during  & H, g+ M9 T) C! ^7 }5 m7 D% Y/ ]
the course of an election/referendum.$ F% D1 B$ A% C6 _) U

2 [- v1 l" }2 l; S- d12) To ensure that a cost effective and accurate ballot counting  0 s* p) G; ]: W# _0 q& x0 n
process is in place.) _  ~3 u3 s& x; @/ {! s

13) To submit to Students' Council, prior to April 30, a final report  
1 [9 _8 U, v5 ]5 b- Mof activities and recommendations.

14) To organize a minimum of one (1) forum to be held during the week  
/ W# X8 W, u8 R1 q7 p  I" w4 o' z2 D9 Gof campaigning.

$ o* F- r8 z7 K3 K15) Perform other job related duties as required by the Council  + r0 o3 a$ i8 d! Q5 i; Y2 \; E

; W" `0 X7 R8 K3 Q' A$ v1) Must be an undergrad student registered in at least one (1) course  3 z, P  M4 K: {( i; d9 W8 J/ _
for each of the terms of Winter Session and shall be a full Students'  
- y. I7 o& W! L& @Union member.+ `4 p! {+ F$ C% J  _, o, }

+ ~' V$ U+ _' x$ R2) Must have some experience in student elections.- D% t6 \, n- N! J% \/ R7 s% i2 C

6 b* ]0 L% U% A! }+ W3) Shall not concurrently hold a position on Students' Council, or  
( [, h8 h5 \  ?any of its standing boards, committees, or any other paid position  
" [# A8 c7 z3 p; X4 y% ^with the Students' Union.

4) Willingness and ability to work varying hours.0 P  d, s+ ~; V/ R( q+ l' [

5) Excellent project management skills are required.
