CHIEF RETURNING OFFICER

JOB SUMMARY:  The Chief Returning Officer reports to the President of  , W' u8 q1 H2 p; X  \6 y$ y
the Students' Union and oversees all electoral logistics as per Bylaw  
% C1 f$ T, z# c2000.  The Chief Returning Officer shall be recommended to Students'  
- _8 I3 V) s/ n8 yCouncil in the manner set out in the Council Administration Committee  9 n7 z$ y6 F7 M& j( p3 O
Standing Orders by April 15 and serve from May 1 to April 30 of the  
# S  X( a3 i) Q1 eyear following their appointment.

DUTIES AND RESPONSIBILITIES:! F& l' \, y) E! M8 E

1) To run the elections as per Bylaws 2000
" m6 F2 H! g3 u) J, Y: P7 M+ c. W' d# \& h( a  x* Q. p# F
2) To run referenda/plebiscites as per Bylaw 2000./ c) j1 {- m9 K8 r$ Q
$ r7 M+ l+ T4 D" R- f1 T; F( X
3) To choose the Deputy Returning Officer(s) and assign their duties.* n2 c& i: S2 t0 K: F1 S! P( f. j. q( Y6 v$ _

4) To organize polls during elections/referenda, including appointing  - Q( ?. j+ y. F0 S6 c4 l
adequate poll staff and situating polls at appropriate locations  
" j& [3 o4 \' r9 |, macross campus, and advertising the poll locations.

1 K/ d8 C- A% _6 J$ M$ i. Z! e: J, O5) To oversee the physical count of the ballots during elections/
3 o. }: F1 [) i9 h' zreferenda.

, M7 r# `! L. ]# c$ f$ a6) To report the result of an election/referendum to the appropriate  
+ h% M- b0 b8 X2 G. G0 _parties.8 x  d# @: u" r+ f& f' e

4 |1 H9 o1 n: H6 a% _0 n( D# g; H7) To facilitate classroom speaking arrangements during an election/
7 `/ o1 H$ g( z! S$ Treferendum.. E% k- K& x, a' m9 E

To enforce budgetary regulations as stipulated in the Elections  
" P/ F3 U& |: _* r7 nBylaw 2000.

2 ~/ N$ i4 D# D" W/ o10) To be available to all parties during elections/referenda for a  " P' h( Q2 n2 f5 [9 c; I% o
minimum of four (4) working hours a day, between Monday to Friday,  * k5 H0 K- Q; }- |; g2 t% i
from the first working day after nominations close until the last day  
+ g( F  [% W; v# _of voting.  These hours are to be posted in advance.: q% z% T/ D, I

8 O+ Q* _+ A* v0 K7 U" T$ {11) To act as the arbitrator in any dispute which may arise during  
+ y6 }0 o6 ^/ R4 J" ~3 b7 othe course of an election/referendum.
# G7 y) m9 s2 }0 D1 s9 ~) r, v: y5 k' X8 D
12) To ensure that a cost effective and accurate ballot counting  
( K! l9 u/ I4 W3 d* gprocess is in place.
) B* X. B; Y/ d: {2 G5 U6 A8 x4 @8 f( r  T" w
13) To submit to Students' Council, prior to April 30, a final report  
2 C# X5 b& C2 N2 q- A. sof activities and recommendations.

# r5 H* R& N, d; T, `14) To organize a minimum of one (1) forum to be held during the week  
% B/ O, p; D0 Z! t" g" \of campaigning.3 [7 _# b# c8 p. G. L

QUALIFICATIONS:
+ k! I# m% i) G+ K8 Z! l( F( G
! V. h# r) v2 t# ?# O  M+ n1) Must be an undergrad student registered in at least one (1) course  
  {6 ]+ w; E. z' }# ?for each of the terms of Winter Session and shall be a full Students'  " F' D  {6 M6 A3 B4 H5 A
Union member.
* o. V7 F+ @" a: p* i
- H4 {' v; ]3 ?( j% P) V# i2) Must have some experience in student elections.
. m; v/ R8 P8 K
! b$ H6 i) u' Q$ {, [5 q. F3) Shall not concurrently hold a position on Students' Council, or  
: x6 D9 U% T! w" b2 `any of its standing boards, committees, or any other paid position  / g; ?0 N5 J9 I# |! W7 n
with the Students' Union.0 e) t1 v9 g/ n& `8 e

7 E! d* g. |7 Y- a& m4) Willingness and ability to work varying hours.

5) Excellent project management skills are required.( K+ v+ a7 F9 ^* z6 b9 f
