LINC在爱省的免费学习时间长度为1200小时，参加者的要求可以参见联邦的规定：
Eligible clients are limited to:
6 ~! @0 E% i# W+ c1 b! W•        Permanent Residents of Canada who have not become Canadian citizens;
6 d  M  L7 u5 ]  \9 o$ J+ D•        Protected persons as defined in Section 95 of the Immigration and Refugee Protection Act (IRPA);
$ s6 X6 O6 e  f' P2 ?4 W7 c•        Individuals who have been selected, in Canada or overseas, to become permanent residents pending completion of medical, security and criminal verification statutory requirements, and who have been informed, by a letter from Citizenship and Immigration Canada;
•        Convention refugees and protected persons overseas who have been selected for resettlement in Canada by Citizenship and immigration Canada;

* N) P, e7 I3 N9 Ho        Applicants overseas who have been informed, by a letter of confirmation from Citizenship and Immigration Canada, of the approval of their temporary work permit are eligible to receive services under the Canadian Orientation Abroad (COA) initiative,
o        Applicants in Canada and in possession of a temporary work permit issued under the Live-in Caregiver Program are eligible for all settlement services with the exception of language training.

) g, g3 K) n; j并不是低收入家庭的福利，而是为非公民的长期居留者提供的免费英语学习机会。政府是希望大家的英语都能顶呱呱，这样就好找工作，多挣钱多纳税。
