2 E3 `9 [7 Z$ j% @+ Vthat we cannot support imposing a UBB business model on wholesale Internet$ j, X4 j8 q, H6 b3 k4 b4 `3 x, A
service providers.

8 O; @& ]. I( |1 H; HOur government recognizes that the Internet and digital technologies are
5 n L, Q3 o" o/ d1 C- k0 O8 ?. Han increasingly important part of everyday life—including driving
) y, H/ `! y* ^: }7 d8 w# {; t* ]innovation, commerce and social interaction. As the government develops+ r O: z& _1 R9 G
Canada’s first comprehensive Digital Economy Strategy, we need to look4 U1 J7 u/ X8 V8 T3 n, D
carefully at how issues like UBB affect the big picture. We will be& K; z& W0 v: \3 l3 V$ S7 i
guided by our long-standing policies of encouraging competition and; M" G3 o; F" M5 y
investment, increasing consumer choice, minimizing regulation and allowing
: [& A% S1 N. Z Z) U: ?- O' dmarket forces to prevail.

The Canadian Radio-television and Telecommunications Commission (CRTC) has
& i! L W$ v! e0 [7 bchosen to examine these concerns that the government shares with a large$ `* m0 G2 y+ v4 ^6 t6 m: K' Y. s
number of Canadians. Details of the CRTC consultation are available at* J; w! a/ H$ e$ N9 Y

government will carefully assess the CRTC position to ensure that it is in
: N: U) ]( {. g2 Nline with the best interests of Canadian consumers and encourages
* a2 _; L& g9 T/ j9 Vcompetition among internet service providers. I will be recommending that: y3 T6 R0 W! Y" p. G4 g
any decision counter to these foundational principles be reversed." @+ Y/ _ @% @, ~+ E
