for Internet services. It is essential that I hear the views of Canadians
: d) w1 j7 N* y7 w A9 h& Pon the issues that matter. Prime Minister Harper and I have been clear
1 w8 C4 h( z8 ^7 @. m9 athat we cannot support imposing a UBB business model on wholesale Internet
C; [) F6 r2 s; z7 S: Gservice providers.' G. c9 S8 d& F

Our government recognizes that the Internet and digital technologies are
5 d; J' W w, x: G; K/ D8 @" Yan increasingly important part of everyday life—including driving4 k8 n$ P* `7 i2 s
innovation, commerce and social interaction. As the government develops
" K' P. I# q' b% ^( f9 FCanada’s first comprehensive Digital Economy Strategy, we need to look- @/ c m1 r" n
carefully at how issues like UBB affect the big picture. We will be
% F% |8 i6 F- s z2 j% Hguided by our long-standing policies of encouraging competition and
, X; } T2 M+ w( D' qinvestment, increasing consumer choice, minimizing regulation and allowing& ?4 t0 @* i! L6 ~
market forces to prevail.
( ~4 p% r! u; c) F; Q# }+ B$ N0 r- ~! M& J* V/ C: S
The Canadian Radio-television and Telecommunications Commission (CRTC) has+ n; B. D: S5 Z
chosen to examine these concerns that the government shares with a large; ~! _ q. L) Z3 W. K* N' H

line with the best interests of Canadian consumers and encourages
+ V" w4 J# E: M+ r' kcompetition among internet service providers. I will be recommending that$ ]7 w5 b x) n& l
any decision counter to these foundational principles be reversed.& c( T$ |+ ]) K
