for Internet services. It is essential that I hear the views of Canadians
" A- P, j$ }8 A3 Y( a7 a; ~! w3 [on the issues that matter. Prime Minister Harper and I have been clear6 a3 [; M9 ~1 N Y9 l
that we cannot support imposing a UBB business model on wholesale Internet1 P( b7 F# b$ f+ K/ W( {
service providers.2 ~/ x* h# v3 i3 }% r) ^# e* d" w

Our government recognizes that the Internet and digital technologies are
* J+ p3 H: a5 q: ^4 V, @an increasingly important part of everyday life—including driving
# G; K0 c6 q$ [) D1 q: Finnovation, commerce and social interaction. As the government develops* Z* F0 ^* n2 b- j2 c
Canada’s first comprehensive Digital Economy Strategy, we need to look
: `+ p" }9 E6 s9 {9 M; dcarefully at how issues like UBB affect the big picture. We will be0 d8 u7 l+ d+ \- ?. x b
guided by our long-standing policies of encouraging competition and- S B2 u# K6 P, Q
investment, increasing consumer choice, minimizing regulation and allowing% \. a7 w1 B+ C3 n# x7 ~
market forces to prevail. 8 z3 z2 U i- f( T
$ h$ j4 k$ ~% E; O; z* r2 M+ ~
The Canadian Radio-television and Telecommunications Commission (CRTC) has8 u5 o5 H2 V4 x G1 o; J+ ~- V% s
chosen to examine these concerns that the government shares with a large9 k: B; A0 i8 E3 D% V1 `7 N2 Y
number of Canadians. Details of the CRTC consultation are available at

When the CRTC reaches a final decision following its consultations, the
# ^+ l% ~. e) F$ _" _. b _government will carefully assess the CRTC position to ensure that it is in7 O3 \/ |# [2 Z# ?* h: N
line with the best interests of Canadian consumers and encourages
. T1 m8 ~2 U0 S- R5 C" ^9 C$ f scompetition among internet service providers. I will be recommending that
b' J: u$ ~7 g2 Xany decision counter to these foundational principles be reversed.
