lowest rate cell phone for just in case

Ever heard of Virgin mobile.
# ~1 S3 j- n  u6 M) P) GI personally have no big use for cell phone but a friend of mine told me I should have one on highway. Virgin cell offers 15 minutes that last three months.
Anybody used it or know how much is that 15 minutes?
