It's euro cars top lease list, where "top" is a verb, meaning "sit at the top at".

Look at this link from Business Week. The list is identical, except that it's properly titled "America’s Most-Leased Cars". And guess what, euro cars are on the top of it.& C" [3 K( j; ~$ O" A
