If you are flying with a Canadian carrier, your Cuban Tourist Card is included in the cost of your air ticket ($20 for 90days otherwise). Your air steward will give you your Cuban Tourist Card on flight. It is not distributed prior.5 Y2 q. Z! H. F# t' e3 k
But you need a valid passport as well.
