Help! --Chinese input

I have done everything i can but my chinese input still doesn't work! this is waht i have done:
7 k5 n' D% J' q0 b: u7 `, k, {4 u3 j
% D( z% R' F  q2 GControl panel -- Date, time, language and rigional options -- add another language--languages--details --Add Chinese(PRC)

* L! O( m) u6 m5 U2 L* UA "language bar help" icon (shown as a question-mark icon)then appears on my desktop bottom bar instead of language bar. I can do nothing further.

I think so, i can see i have two keyboard inputs now, but the problem is that i can not shift to Chinese when i press Alt-Shift
