Help! --Chinese input

I have done everything i can but my chinese input still doesn't work! this is waht i have done:
- g3 m* o. n* J
Control panel -- Date, time, language and rigional options -- add another language--languages--details --Add Chinese(PRC)

* a" L$ @, m/ c- H3 {8 R8 T1 VA "language bar help" icon (shown as a question-mark icon)then appears on my desktop bottom bar instead of language bar. I can do nothing further.

I am desperated! Anyone can advise? Thanks!!

I think so, i can see i have two keyboard inputs now, but the problem is that i can not shift to Chinese when i press Alt-Shift
